Padilha categorically denied that President Luiz Inácio Lula da Silva's government interrupted the transfer of committee amendments to the National Congress. These amendments are crucial instruments, as they are allocated by permanent committees of the Chamber of Deputies and the Senate for specific projects and programs.

It is essential to understand that committee amendments are not mandatory, unlike individual amendments, but they are important for financing specific initiatives that benefit different regions of the country.

The minister explained that the commissions responsible for these amendments only began to function effectively in March 2024, with indications for distribution of funds only arriving recently. This contradicts the understanding that there was a deliberate blocking of funds by the Executive.

Important: The late distribution of amendments can be attributed to the internal organization of Congress and not to obstruction on the part of the federal government.

The role of the Budget Guidelines Law (LDO)

According to Padilha, the commission amendments are in line with what establishes the LDO, which limits these values ​​to 0.9% of the government's net current revenue in 2022. This legislation is essential to ensure that financial transfers remain within the legal limits and are executed in a transparent manner.
